PASO CANOAS, April 14, 2016 - People stand near the border between Panama and Costa Rica, after the crossing of Cuban and African migrants, in Paso Canoas, Costa Rica, on April 13, 2016. At least 1,000 U.S.-bound Cuban migrants stranded in Panama violently forced their way across the border into Costa Rica Wednesday, said Costa Rican Security Minister Gustavo Mata. Costa Rica's Foreign Ministry on Wednesday also published a statement over the "unlawful entry of migrants," slamming U.S. immigration policy toward Cuba and noting it had already processed more than 8,000 special transit visas for Cubans as part of a program that concluded at the end of last year.
