UNITED NATIONS, April 19, 2016 - Chinese State Councilor, head of China's national anti-drug commission and public security minister Guo Shengkun addresses the special session of the General Assembly on the World Drug Problem at the United Nations headquarters in New York, April 19, 2016. The UN General Assembly kicked off on Tuesday a three-day special session on global drug issues to discuss how to fight the use of illicit narcotics. UN General Assembly President Myogen Lykketoft said that combatting drug use is essential for public health, human rights and sustainable development as well as being a shared responsibility of the international community.
